The Finance Department at the City of St. Charles includes 2 divisions, Finance/Accounting and Utility Billing.

Finance & Accounting

The Finance and Accounting Division is responsible for the collection, monitoring, and disbursement of all monies for the City. Responsibilities include the  coordination of the City's budget process, accounting and monitoring of internal controls, coordination of the annual audit and the creation of the City's audited financial statements. Accounts receivable, accounts payable, issuance of purchase orders and payroll also are critical functions. The department also administers the City's cash and investment management program, administers the City's liability insurance program, coordinates debt issuance and administration and prepares the City's annual property tax levy. The Finance Department realizes they are stewards of public funds and its mission is to ensure the most efficient and effective use of those funds and maintaining proper accounting, transparency and financial reporting.

Copies of the City’s budget are also available for viewing at the Finance Department, City Hall, 2 E. Main Street.

Utility Billing

The City of St. Charles provides electric, water and sewer services. The Utility Billing division sends out and collects all residential, commercial and industrial utility bills. If you are new to St. Charles or if you are moving within the City, please contact the Utility Billing division by calling 630-377-4426. All new customers are asked to call or come into the Utility Billing office to establish service. A deposit for utility service is required for tenants and commercial accounts. Once you have established utility service, you may wish to take advantage of one of the payment options the City offers and sign up in SilverBlaze, the city's utility billing payment and information portal.
