4th, 6th & 7th Water Main Replacement & Lead Line Improvement Project

The City of St. Charles is pleased to inform you that new water main and services will be installed on 4th, 6th & 7th  Street. Along with the water main replacement if you currently have a lead or galvanized water service, a new copper service line will be provided.

CONTRACTOR AND INSPECTOR:

The contract for this work has been awarded to Linden and Sons of Des Plaines, IL. Fehr Graham, Inc. will be the on-site engineer performing construction inspections and acting as the field liaison to residents and property owners.  Any questions or concerns may be directed to City of St Charles Public Works at (630) 377-4405.

START DATES & COMPLETION DATES:

We are working with the contractor to determine the exact dates, but generally anticipate construction to occur as follows:

  • Water Main Line Construction – September 30th – October 30th
  • Water Service Line Construction – October 14th – November 10th
  • Concrete and Asphalt Restoration – November 11th – November 22nd  
  • Landscaping & Final Restoration – November 23rd – November 29th  
  • Project Completion Date – November 30th

IMPROVEMENTS & PROCESS

This project has been divided into three phases to facilitate the completion of the project in a timely manner and with as little disruption to residents and properties as possible:

  • Phase I: Water Main Line construction includes removal of sections of the roadway, some driveway approaches, curb, and sidewalks. During this phase, the site engineer will provide notification to the impacted home or business.  Please relocate your cars to available parking areas or adjacent side streets by 7:00 AM. Access can resume when the barricades are removed from your driveway.
    • The City will be coordinating scheduled water shutoffs with impacted customers as part of this project. This will include a door notification of the expected shut down time and dates. The City will make every effort to schedule all water main shutdowns; however, the contractor is replacing a deteriorating water main and unexpected water main breaks can occur, resulting in an emergency water main shutdown. 
    • With the new water main construction, some water service lines will need to be relocated. The City, site engineer and contractor will be coordinating the replacement of water service lines including any required access. There will be a follow up coordination letter if you have a lead or galvanized service line.
  • Phase II: Water Service Line Replacement Every home will receive a new water service up to the outside water shut off located near the sidewalk. If your home currently has a lead or galvanized water service prior to the water meter located in your home.  With your written permission the City will also replace the water service from the sidewalk to the water meter inside of your home.

    If the existing service line to the water meter is lead or galvanized. State laws require the city to make an effort to replace the full of the water service if the existing line is lead or galvanized. The current City policy is to pay for and coordinate the replacement of lead or galvanized services. For homeowners with a lead or galvanized water service line. The city will be sending you a second letter in an effort to coordinate the full line replacement to the meter inside of your home.

    With the new water main construction, some water service lines will need to be relocated. The site engineer and contractor will be coordinating the replacement of water service lines including any required access.

  • Phase III: Concrete and Asphalt replacement work includes replacing any curb, sidewalks, aprons or roadways damaged as part of the project.  Please note if you have an existing concrete apron, curb and gutter in front of your driveway, and/or sidewalk across your driveway that is being removed and replaced you will not have driveway access for 3 days (from the date that the concrete is poured).  Please relocate your cars to available parking areas on your street or adjacent side streets by 7:00 AM.  Residents will be notified prior to loss of driveway access.  Access can resume when the barricades are removed from your driveway.

  • Phase IV The third phase will involve parkway restoration.  All areas disturbed by construction will be restored. A recommended seed maintenance and watering schedule will be available on the project website. The city will revisit the restoration in the spring to make additional repairs.  

Due to the scope, complexity, and nature of this work, as well as the unpredictability of weather, some delays and disruptions may occur.  There may be times when no work is occurring on your street. We ask for your understanding during these times; work is being coordinated and anticipated to be finished by the completion date of November 30th.  All work is weather dependent.

PUBLIC RIGHT-OF-WAY:

Please note that all work will be performed within the City right-of-way.  If you have any type of existing features within the City right-of-way area (i.e. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic “invisible” dog fence, etc.), precautions should be taken by you, the homeowner, to remove or store these items right away to assure that they are not damaged. The City will not repair or replace private appurtenances left within the City right-of-way.

MAIL & GARBAGE SERVICE:

Mail and Garbage service will not be interrupted during construction.  Please leave your garbage at the end of your driveway on your normally scheduled pick up day by 6 am as pick may occur earlier than normal to avoid the construction work.

UPDATES

Update - 10/02/24

The rest of this week the contractor will continue water main construction to the south ending at Gray Street. On Friday, the intersection of S. 4th Street and Gray will be closed to traffic. The contractor will be installing a new water main at the intersection. A water shut down will also be completed on Friday. Homes impacted by the water shut down have been notified.

Next week, the contractor will be filling and testing the new watermain on S. 4th Street and then the crew will move to S.6th Street to start water main construction.

Also, next week a City Staff member and the plumbing contractor of Michels Plumbing will be visiting homes to schedule the lead line replacement. The visit will allow the homeowners to ask additional questions about the service line replacement and will also allow the City and the contractor to provide additional details. The City will leave door hangers if the homeowners are not home at the time of the visit requesting the homeowner schedule an appointment with the City. Update 9/26/24

This week the contractor will be staging material and equipment within the right of ways of the roadways.  

Next week work will start on S. 4th Street with a scheduled water shutdown on Monday. Impacted customers have received a red tag notice.

Additionally, next week City Staff and the contractor will be going door to door to start coordinating lead line replacements with homeowners. If the homeowner is not home, our team will be leaving lead line replacement information at the home; we strongly encourage the homeowner to contact Public Works for a appointment.
