City Declined Further Review of Proposed Charles Farm Concept Plan

The City of St. Charles has declined further review of the Charles Farm concept plan submitted by Pulte Home Company, LLC. The concept plan proposed annexing a large area of unincorporated property west of St. Charles for the development. Pulte representatives presented the concept plan at the Sept. 4, 2024, Plan Commission meeting to gather feedback from commissioners and the public.

After reviewing the initial concept plan and considering all the feedback received, Mayor Lora Vitek, with input from St. Charles Plan Commission and St. Charles City Council members, advised Pulte that there was no interest to continue further review of the plan. Therefore, the concept plan will not be discussed at any future public meetings. 

Project Summary

The property is 970 acres of unincorporated land in Campton and Blackberry Townships around the LaFox area and is generally bound by: Illinois Route 38 on the north, Brundige Road on the east, Keslinger Road on the south, and Harley Road on the west.

The area includes property that was part of past development proposals from the 2000s known as Grand Prairie and Settlements of LaFox. The property is owned by North First I, LLC and is under contract to be acquired by Pulte. The project called "Charles Farm" would be primarily residential and includes:

  • A Del Webb senior community of 967 single family houses and an amenity center
  • 846 single family houses
  • 198 townhomes near the La Fox center
  • 15 acres of commercial along the future extension/realignment of Bunker Road
  • 40% of the site as open space, including parks, storm water detention areas, wetlands and Mill Creek drainage way.

Roughly the northern 1/4 of the residential units and land area is within Campton Township and the St. Charles School and Park Districts. The remainder of the project is within Blackberry Township and the Geneva School and Park Districts.

Concept Plan Review Process

The Concept Plan review process enables developers to obtain informal feedback from City officials and the public before spending time and money to prepare detailed plans. For large projects such as this one, the City encourages developers to present a concept plan early to the Plan Commission. This gives the Commission an opportunity to start discussions, hear from the community, and provide feedback to the developer. The developer then uses this input to decide whether to proceed with or modify the project.

The Plan Commission is comprised of volunteers from the community. It is an advisory board to the City Council on rezoning, special use, and new developments. Read more about the Plan Commission
