START DATES & COMPLETION DATES

The contractor will not be working on all streets at one time, but will be splitting the work up into smaller sections.  We are working with the contractor to determine the exact start dates, but generally anticipate construction to start in early May.  The roadway work is scheduled to be completed in early October with final restoration to be completed in early November.  

IMPROVEMENTS & PROCESS

This project has been divided into three phases to facilitate the completion of the project in a timely manner and with as little disruption to residents and properties as possible.

  • Phase I:The first phase involves utility, sidewalk, curb, and driveway repairs. 
  • Phase II:The second phase of construction involves street rehabilitation work, which includes pavement grinding, patching,  fresh oil, new asphalt pavement, driveway repairs, and pavement marking.  Please note that it is anticipated that you will have access to your property at all times during this phase.  Due to the limited space however, access to your property may be delayed at times.  Please allow ample time for relocation of your vehicle and for temporary delays that may occur.  To assure that work is performed in a timely manner, please do not park vehicles on the road during construction hours 7 AM – 4 PM.  The second layer of asphalt will be placed once all resurfacing locations are prepared for final surface placement.  This typically takes place approximately one week after the first layer has been placed.
    • Base Reclamation: Chandler Avenue and Via Veneto Drive will be undergoing base reclamation as part of Phase II of the project. Residents on these streets will receive another letter with additional information prior to the start of that work.
  • Phase III:  The third phase will involve parkway restoration.  All areas disturbed by construction will be restored. A recommended seed maintenance and watering schedule will be available on the project website.

Due to the scope, complexity, and nature of this project, as well as the unpredictability of weather, some delays and disruptions may occur. We ask for your understanding during these times and the understanding that the scope of this project includes improvement of many streets in many areas throughout the City.  There will be times when no work is occurring on your street.  We would like nothing more than to start and finish the construction of one street at a time; however, for economic reasons, it is not a prudent approach.  

CONTRACTOR AND INSPECTOR

The contract for this work has been awarded to Plote Construction Inc. of Hoffman Estates, IL. City of St. Charles Engineering staff will be performing the on-site construction inspections and acting as the field liaison to residents and property owners.

PUBLIC RIGHT-OF-WAY

Please note that all work will be performed within the City right-of-way.   If you have any type of existing features within the City right-of-way area (i.e. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic “invisible” dog fence, etc.), precautions should be taken by you, the homeowner, to remove or store these items right away to assure that they are not damaged. The City will not repair or replace private appurtenances left within the City right-of-way.

PROPERTY ACCESS & PARKING 

  • Road Resurfacing – The roadway will remain open to traffic during the course of construction in the resurfacing area.  There are many properties that will require curb repairs adjacent to, or in front of, the driveway apron which may temporarily limit access to your property. If this letter includes a parking pass, your property may be impacted by these repairs. Specific instructions have been included with the pass. You will receive door hanger notification 24-48 hours in advance of the work impacting your access; parking passes should be used during this time. If you have not received a parking pass, your access is not anticipated to be impacted. If anything changes during the course of construction, we will notify you. 
  • Parking - “NO PARKING” signs will be posted in the parkway during the phases of the project when vehicles cannot be parked on the street in the project area.  If you will be out of town during construction, please contact us to determine an appropriate location to leave your vehicle.
  • Property Access Assistance - If you should require assistance with special access or are planning an event such as a wedding or large party, please let us know as soon as possible.  The City will do its best to accommodate these special requests.

MAIL & GARBAGE SERVICE

Mail and Garbage service will not be interrupted during construction.  Please leave your garbage at the end of your driveway on your normally scheduled pick up day by 6 am as pick may occur earlier than normal to avoid the construction work.

The pavement on all streets in this area will be removed down to the stone (~3.5 inches) and temporary stone ramps will be constructed by the contractor for each driveway and onto connecting streets to maintain access.

Forest Ridge/Huntington Area (Forest Ridge Rd, Huntington Rd, Essex Ct, Sterling Ct, and Foxhill Ct)

  • This week, the majority of damaged asphalt driveways were repaired, landscape restoration work was completed, and the majority of remaining concrete replacement work was completed. Additionally, brick paver restoration work began and is expected to continue next week.
  • Next week, milling is expected to begin on Tuesday, May 28. The pavement on Forest Ridge Rd and Huntington Rd will be removed down to the stone (~4 inches) and temporary stone ramps will be constructed by the contractor for each driveway and onto connecting streets to maintain access. Following the completion of milling in the area, Forest Ridge Rd and Huntington Rd will receive a heavy application of oil overnight (expected on Wednesday night into Thursday morning), between the hours of 12 am – 5 am. The City asks that residents avoid driving on these two roads between those times in order to allow the oil to cure and minimize the tracking onto vehicles and the surrounding pavement. The contractor will do their best to keep noise to a minimum during the oil application process; however, residents are advised that the truck back-up alarm will be audible when needed for maneuvering. Paving is expected to begin on Thursday, May 30 and be completed by the end of the week.

  • Next week, the contractor is expected to complete paving the final asphalt layer on the remaining streets.

Forest Ridge/Huntington Area (Forest Ridge Rd, Huntington Rd, Essex Ct, Sterling Ct, and Foxhill Ct)

  • This week, the contractor completed the majority of concrete removals and replacements. Concrete around remaining utility work is expected to be replaced towards the end of next week once the utility work is completed.

Fox Glen Dr Area (Fox Glen Dr, Fox Glen Ct, Glenbriar Dr, Glenbriar Ct, and Glen Eagles Ct)

  • This week, the contractor completed concrete removals and replacements in the area.
  • Brick paver restoration is expected to begin today and be completed early next week.
  • Next week, milling is expected to begin on Monday, 5/6 (weather permitting) and paving is expected to begin towards the end of the week.

Forest Ridge/Huntington Area (Forest Ridge Rd, Huntington Rd, Essex Ct, Sterling Ct, and Foxhill Ct)

  • Next week, concrete removals and replacements are expected to begin and be completed by the end of the week. Residents who will have impacts to driveway access will receive a door hanger with additional information regarding parking arrangements.
  • Water service utility work is expected to begin today and continue next week. Affected residents will be notified in-person by the contractor in advance before water is temporarily shut-off to the house and service is restored.
  • Next week, watermain valve replacements are expected to begin and residents will be notified by door tags in advance of scheduled shut-downs. Door tags will include additional information regarding the shut-down.

Royal Fox Area (Royal Fox Dr, Royal Fox Ct, Royal Troon Ct, Royal Lytham Dr, Royal Lytham Ct, Turnberry Rd, Royal Kings Ct, Royal Queens Ct, Royal Ashdown Ct)

  • Saw-cutting began this week and is expected to continue next week.

This week, the contractor began saw-cutting in the Fox Glen Dr area (Fox Glen Dr, Fox Glen Ct, Glenbriar Dr, Glenbriar Ct, and Glen Eagles Ct) and Forest Ridge/Huntington area (Forest Ridge Rd, Huntington Rd, Essex Ct, Sterling Ct, and Foxhill Ct).

Next week, removals for curb and sidewalk repairs are expected to begin in the Fox Glen Dr area and utility repairs are expected to begin in the Forest Ridge/Huntington area on Monday, 4/29, weather permitting. Residents who will have impacts to driveway access will receive a door hanger in advance with additional information regarding parking arrangements.

 

Update - 4/22/24

This week, the contractor is expected to begin mobilizing in town in the Fox Glen Dr area (Fox Glen Dr, Fox Glen Ct, Glenbriar Dr, Glenbriar Ct, and Glen Eagles Ct) and later in the week in the Forest Ridge/Huntington area (Forest Ridge Rd, Huntington Rd, Essex Ct, Sterling Ct, and Foxhill Ct). Initial construction activities will include posting of “Road Construction Ahead” (RCA) signs and concrete saw-cutting for spot repairs.

 

Update - 4/12/24

A preconstruction meeting was held with the contractor this week. A project schedule with street-specific phasing is still being finalized. Resident notification letters will be mailed out with more information regarding the project on 4/19. Next week, the contractor is expected to provide a project schedule for the phasing of work throughout town.
