Invitations to Bid (ITB), Requests for Proposal (RFP), Requests for Qualifications (RFQ), and Statements of Interest (SOI) are posted online for review and download from DemandStar.

All responses to solicitations must be submitted electronically in DemandStar.  Suppliers must be registered with DemandStar in order to access solicitation information and submit a bid response.  To register for a FREE agency subscription to the City of St. Charles’ DemandStar portal, visit https://www.demandstar.com/registration.  The City maintains an Open Access Account with DemandStar which enables all solicitation information and documentation to be accessible FREE of charge under any agency subscription.

Prevailing Wage

The Prevailing Wage Act contains administrative and recordkeeping requirements that the City and its contractors are mandated to follow. The Prevailing Wage Act should be reviewed for the specific details pertaining to this requirement and for additional mandated requirements.

Ordinance No. 2018-M-22 was adopted by the City Council on June 4, 2018, ascertaining prevailing rate of wages in The City of St. Charles for Kane and DuPage Counties as determined by the Illinois Department of Labor. Current Prevailing Wage Rate information from the Illinois Department of Labor

Effective September 1, 2020, all Certified Transcripts of Payroll shall be submitted electronically to the Illinois Department of Labor

Vendor Information Reporting

In accordance with Public Act 102-0265, the City of St. Charles is mandated to make a good faith effort to collect and publish certain demographic information provided by vendors doing business with our community(PDF, 137KB). The collected data identifies whether or not the vendor is a minority, women, or veteran-owned business or if they qualify as a small business under the U.S. Small Business Administration (SBA) standards.

Surplus

Upon approval by City Council, obsolete equipment and personal property owned by the City are listed on GovDeals, an online government surplus auction, which awards items to the highest bidder. These items can be viewed at GovDeals.
