Utility Billing Division

The Utility Billing Division collects and processes utility payments from residents and businesses for utilities provided by the City of St. Charles, including electric, water and sewer. This is also the place to go to set up a new utility account, transfer service, register to vote, purchase refuse bags or tags, replace recycling bins, and absentee vote. Their knowledgeable, friendly staff are ready to help with any utility needs.


Billing Information

You will not be sent a utility bill until at least 15 days from the beginning date of service. Meters will then be read on approximately a 30-day cycle, and customers will receive a bill each month shortly after the meter reading date. If the meter department cannot reach a meter to take an actual reading, a postage-paid reading card will be left for the customer to fill out and return immediately. If the card is not received by the Utility Billing and Collections Office before bills are printed, the reading will be estimated.
