City Administration
Heather M. McGuire was appointed City Administrator on July 26, 2021. Heather came to St. Charles from the City of Crest Hill, where she served as City Administrator since 2016. In addition to overseeing the annual budget and several major construction projects there, she also was a driving force behind economic development initiatives.
Heather holds a Bachelor of Arts in Psychology from DePaul University in Chicago and a Juris Doctorate from the Northern Illinois College of Law in DeKalb, Ill.
About the City Administrator's Office
The City Administrator is responsible for carrying out the policies and ordinances of the City Council and overseeing the day-to-day operations of the City. The City Administrator manages eight City departments and the Communications Division. City Administration also is responsible for running City Council, Government Operations, and Liquor Commission meetings, City Council Workshops, and performs licensing, City Code updates, and Deputy City Clerk services.
