Charles Farm - Pulte LaFox concept plan

A Concept Plan application has been submitted by Pulte Home Company, LLC, to the City of St. Charles, proposing to annex and develop a large area of property at the City’s far west end.

The property is 970 acres of unincorporated land in Campton and Blackberry Townships around the LaFox area and is generally bound by: Illinois Route 38 on the north, Brundige Road on the east, Keslinger Road on the south, and Harley Road on the west.

The area includes property that was part of past development proposals from the 2000s known as Grand Prairie and Settlements of LaFox.

The property is owned by North First I, LLC and is under contract to be acquired by Pulte.

The project called "Charles Farm" is primarily residential and includes:

  • A Del Webb senior community of 967 single family houses and an amenity center
  • 846 single family houses
  • 198 townhomes near the LaFox center
  • 15 acres of commercial along the future extension/realignment of Bunker Road
  • 40% of the site as open space, including parks, stormwater detention areas, wetlands and Mill Creek drainage way.

Roughly the northern 1/4 of the residential units and land area is within Campton Township and the St. Charles School and Park Districts, and the remainder of the project is within Blackberry Township and the Geneva School and Park Districts.

Concept Plan Review - Public Meetings in September

The Concept Plan review process enables developers to obtain informal feedback from City officials and the public before spending time and money to prepare detailed plans.

The Concept Plan is tentatively scheduled to be presented and discussed at the following public meetings:

Both meetings will be held at 7:00 pm in the Council Chambers at the St. Charles Municipal Center, 2 E. Main St., St. Charles, IL 60174.

Comments regarding the project may be submitted to cd@stcharlesil.gov . Comments submitted by noon on the Friday prior to the meeting will be included in the posted meeting packet. Comments are accepted up to 2pm the day of the meeting.

 

The conclusion of the Concept Plan review is not a decision by the City, but simply information that the developer can use to decide whether to pursue the project further.

If the developer decides to proceed and a zoning change is proposed, all owners of property within 250 feet of the site will be notified regarding the time and place for the Plan Commission's required public hearing.
